The Montgomery County Board of Education approved changes to Policy CNA, Informational Material and Announcements, which guides the distribution of flyers and informational materials to students and to families, on June 25, 2012.

On June 25, 2012, the Montgomery County Board of Education revised Policy CNA, which guides the distribution of informational materials in schools. Under the revised policy, non-profit organizations can send flyers and information materials home with students no more than four times during the year, if the organizations follow the procedures outlined in MCPS Regulation CNA-RA. However, such materials can no longer be sent home with students in middle schools and high schools. Such material may be displayed in a designated location at all schools, as long as the material conforms to policy and regulations.
The changes to this policy do not affect MCPS, government entities or parent-teacher organizations, which can distribute informational materials at any time during the year.

Each school follows a decision tree process.
Policy CNA, Informational Material and Announcements was enacted by the Board of Education of Montgomery County Public Schools to inform the public and staff about displaying and distributing printed informational materials and announcements. CNA is intended to provide an appropriate mechanism for informing students and parents about school and community activities and events.
Regulation CNA-RA, Informational Material and Announcements, provides guidelines for distribution or display of printed informational materials and announcements sent home with students or displayed within the school. Printed informational materials and announcements from nonprofit community organizations shall be permitted to be distributed directly to students through take-home folders, backpacks, or similar manner four times per year.
