SUBJECT: Student Handbooks Distribution 2023-2024

Summary

Handbooks and guidelines developed for students of Montgomery County Public Schools (MCPS) have
been revised for the 2023–2024 school year to address Board policies and MCPS regulations amended
and revised over the 2022–2023 school year and comply with updated guidance from the Maryland State
Department of Education.

Updated online versions of A Student's Guide to Rights and Responsibilities, the Student Code of Conduct
in MCPS, and Guidelines for Student Gender Identity are available on the MCPS website. Please do not
upload the PDF version of any handbook to your school website. Link the handbook to your website to
ensure members of your school community always use the current version and have access to Spanish,
French, Chinese, Vietnamese, Korean, Portuguese, and Amharic as soon as translations are complete.
As done in the past, we are providing school administrators a red-lined copy of each handbook/guideline
(Attachments A-C), watermarked with “DRAFT,” to highlight changes and make it easier to brief staff
members on changes from year to year. The red-lined version of the handbooks/guidelines are attached for
your reference and use. They may be printed for personal use, if preferred, but should not be distributed.
Key updates are listed in Attachment D.

A limited number of A Student's Guide to Rights and Responsibilities and the Student Code of Conduct in
MCPS in English and Spanish will be sent to your school. All documents will be available on the MCPS
website in translations as they become available.
