Division of Capital Planning and Real Estate
What we do:
Develop and manage the county and state budgets for the Capital Improvements Programs.
Analyze demographics and project student enrollment, including special program enrollment.
Develop strategies and long-range facility plans to meet capacity and instructional program needs.
Coordinate the publication of the six-year Capital Improvements Program and annual updates to the Educational Facilities Master.
Maintain and update Education Specifications for all capital projects.
Develop school boundaries and student choice consortia.
Maintain and publish accurate school boundary information.
Represent MCPS interests in county land use planning and growth policy.
Oversee land acquisition for adequate school sites at no or minimum cost.
Manage right-of-way acquisition and dedication for utilities and road improvements in support of school construction.
Oversee property management, including leasing surplus classroom space for child care, leasing pad sites for telecommunications and relocatable classrooms, and monitor property boundaries for encroachments.
Negotiate memoranda of understanding and other agreements in partnership with state and local agencies, community and athletic groups, for the benefit of schools and community.
Participate in regional land use master planning, subdivision review, school site selection, and office space planning for the benefit of schools and administration.
Assure that all MCPS real property interests are managed in the most cost-effective manner.
